NOAA Southwest Drought Forum

Services Provided: facilitation, strategic planning
Client: National Oceanic and Atmospheric Administration (NOAA) National Integrated Drought Information System (NIDIS)

Dally Environmental was one of five primary facilitators for NOAA’s 2021 Southwest Drought Virtual Forum. The national forum was held to assemble stakeholders, decision makers, and drought experts for a cross cutting dialogue on worsening drought conditions in the Southwestern United States, and response and relief efforts across levels of government and sectors, with the goal of supporting communities impacted by ongoing water scarcity and building long-term drought resilience in the region. Small group facilitation explored causes, severity, mitigation accomplishments to date, innovations needed to achieve community drought resilience and how to work together to realize new opportunities.  Lisa provided forum planning, facilitation and meeting synopses.

Nisqually Watershed ESSB 6091 Response to Hirst Decision

Services Provided: Facilitation, Project Management, Environmental Consulting
Client: Nisqually Indian Tribe

Under the leadership of the Nisqually Indian Tribe, Lisa facilitated and comanaged the ESSB 6091 Response to the Hirst Decision for the Nisqually Watershed.  She facilitated the WRIA 11 Planning Unit and several technical workgroups, provided strategic planning in development of mitigation alternatives, liaised with Salmon Recovery project leads to incorporate recovery initiatives in the response, worked with the Washington Department of Ecology on policy interpretation and consultants on technical analysis, assisted three counties in generating water use forecasts, and authored the Nisqually Watershed Plan Addendum in response to the Hirst legislation.

This was the first plan update approved unanimously by a Planning Unit and the Department of Ecology in the state. Lisa is now assisting the Planning Unit in their transition from planning to implementation of projects to benefit streamflows in the watershed.

Spokane River Stewardship Partners

Client: Spokane River Stewardship Partners (Cities of Spokane, Post Falls, Coeur d’Alene; Spokane County, Avista, Liberty Lake SWD, Hayden ARSB, Kaiser, IEP)

For over ten years, Dally Environmental has been serving as Facilitator and Executive Coordinator of the Spokane River Stewardship Partners, a bi-state consortium of cities, counties, water districts and industries located on the Spokane River.  Dally Environmental helps the group collaborate on approaches to complex regional water quality issues, policy development, NPDES compliance, and addressing toxics in the Spokane River. Work includes chairing and facilitating the Technical Working Group of the Spokane River Regional Toxics Task Force (SRRTTF); design, coordination and technical facilitation of annual PCB workshops designed to promote technology transfer amongst national experts, SRRTTF members, and other municipalities addressing similar issues with toxics.

Over the course of three years Dally Environmental was integral in Skagit County’s efforts to develop a community supported 50-year vision to guide future growth and development while protecting watersheds, agriculture and other natural resource industries.  We provided strategic planning and project management assistance and facilitated multiple stakeholder groups, including a Citizen Advisory Group responsible for shaping the plan. We provided outreach assistance to reach a number of geographic and special interest communities. Diverse interests included: agriculture, forestry, conservation organizations, Tribes, industry, city and county councils, development organizations and private citizens.  The project won a Governors Smart Communities Award for outstanding achievement in creating livable and vibrant communities.

Salish Sea Oil Spill Risk Workshop

Services Provided: facilitation, collaborative multi-stakeholder process design and workshop design
Client: WA Department of Ecology

Dally Environmental worked with the Department of Ecology to plan, design and facilitate a two-day, trans-boundary Oil Spill Risk Mitigation workshop funded by the US EPA. Our team convened over 80 diverse stakeholders from industry, state agencies, Tribes and First Nations, Canadian and US federal agencies, and non-governmental organizations to identify high priority risk mitigation measures, develop specific recommendations for action and develop implementation strategies to help prevent oil spills from vessel traffic in the Strait of Juan de Fuca and the Salish Sea.

Wenatchee Watershed Management

Services Provided: facilitation, environmental consulting
Client: Chelan County Natural Resources Department and Cascadia Conservation District

Dally Environmental has assisted Chelan County and the Cascadia Conservation District in the management of Wenatchee Watershed resources for over ten years.  Our staff served as Planning Unit facilitator and primary author of the Wenatchee Watershed Plan and subsequent Implementation framework. We helped to facilitate instream flow negotiations between state and local agencies and the community and provided facilitation and technical assistance to the WRIA 45 Planning Unit and four subcommittees addressing future water needs, water quantity, water quality (including TMDL strategy development), habitat, and policy development.  More recently we’ve been facilitating diverse stakeholder interests to develop an integrated, stakeholder-owned water resource plan for the Icicle Creek Basin.
